中文摘要中文摘要 中文摘要 中文摘要 我国社会正处于一个急剧转型期，在这样的历史条件下，我国的职务犯罪现 象开始形成，并呈现蔓延的态势。随着党的十八大召开，党和政府已经意识到职 务犯罪现象严重的危害性，加大了惩治职务犯罪的力度。本文基于上述背景，以 公务员职务犯罪预防为切入点，主要论述了六部分的内容。 第一部分为公务员职务犯罪概述，主要探讨与公务员职务犯罪有关的主体问 题，并对公务员职务犯罪的概念与分类进行论述。 第二、三部分从宏观和微观两个方面对我国公务员职务犯罪的现状进行分析， 在分析现状的基础上总结我国公务员职务犯罪的特点，并运用国内外关于职务犯 罪研究的理论成果探讨我国产生公务员职务犯罪的原因。 第四、五部分首先总结其他国家和地区预防公务员职务犯罪的先进经验。探 讨了我国公务员职务犯罪预防机制的历史沿革及现状，继而引出我国目前公务员 职务犯罪预防机制存在的缺陷。 第六部分提出压缩权力寻租空间、限制权力运行、常态化预防与惩治职务犯 罪、以检察机关为核心建立完善预防与惩治职务犯罪机构、加强公务员职务犯罪 事前预防机制、提高公务员职务犯罪的犯罪成本、完善渎职类职务犯罪立法等七 项对策完善我国公务员职务犯罪预防机制。 关键词：公务员职务犯罪；产生原因；呈现特点；预防机制 万方数据 黑龙江大学硕士学位论文Abstract 黑龙江大学硕士学位论文 Abstract China is in the social rapid transition period now．Under this historical condition， Duty-related crimes has already begun and spread widely．And the spread of present situationWith the unfolding of the 1 8th People’S Congress，the communist party of China and the government realized the serious harm of duty-related crimes， and improved the punishment of it．This essay was written based on the above background in five parts with the key point of the prevention as the breakthrough point of public servantsThis paper of duty-related crime ofpublic servants． The first part is the overview of the present condition of the duty-related crime of public servantslt is mainly about the subject of this kind of crime and it discusses the classification of the crime The second and third parts to analyze the present condition of the duty-related crime of public servants the macro level and micro level respectively．It summarizes the characteristics of this crime based on the analysis of present condition， and discusses the causes of duty-related crime of public servants by using the relevant theoretical results in China and The fourth and fifth parts discusses the history and the present condition of the prevention institutional system of duty-related crime ofpublic servants，and then lead to the shortcomings of the system at present．And this part summarizes the advanced experience ofthis kind ofcrime in
