T he w at er and land resources over exploitat ion of the m iddle reaches lead to a serious ecological problem at dow nst ream. T his has already t hreat ened the safet y of ecosyst em w ithin t he w hole basin. T he problem is mainly showed as zero-f low appears frequent ly, lakes dried up, groundwater table declined, area of forest decreased, law ns degradat ion seriou sly , land deserted and sand storm harms agg ravat ed, etc. T hese environment al problems have been not iced diff usely by t he govern- ment and public. T he measure of w at er saving and dist ribut ion retionalization which are implementing w ithin the basin is one of the prim ary w ays for its environment protect ion.
