The amount and the infecting scope of the substructure were confirmed through the analysis of the network structure, and then the complexity was realized, furthermore, the weakening of key nodes was concerned from the thinking of the disaster reduction management. The estimation model of network complexity was found, which was made to be the basis of net form predigestion and guiding the optimal management.
