In t his paper, on the basis of the value for money (VFM) guidance of the Ministry of Finance, combined with the VFM evaluation system, the index, weight, standard for evaluation score of the first garbage incineration power pla nt in Ri zhao City are determ in ed, so as to make the qual i ta tive an alysis of the superiority of PPP model compared with the traditional model, and through the analysis of the project evaluation system the feasibility of the system is verified. Keyword： PPP; Value for Money (VFM) ; qualitative analysis; urban environmental protection infrastnicturc; 0引言 近年来，我国各个部门不断地采取各种方式推广ppp模式，特别是在环保基础 设施建设领域的应用。PPP模式优点较多，特别是在缓解地方政府财政压力、增 加财政收入、加快循环发展提高效率方面发挥了较大的作用。但是依据现有数据, 我国在基础设施项目中应用PPP模式比例相对较小，仅有10~15%,所以我们需 要在PPP项目前期进行合理分析才能做岀正确的决策。通过学习国外在这方面的 有效经验，可以发现物有所值(Value for Money VFM)理论在这方面的应用较 为高效。但是我国此类项目的理论经验相对较少，对VFM的定量评价研究缺少必 要可行的基础数据，采取定量评价相对困难，所以主要用定性评价來评估项口 的可行性。 环保基础设施在改善环境方面发挥着巨大的作用，能够有效改善人们的生活工 作环境，响应国家倡导的可持续发展战略。我国各部门采取各种有效措施，不断 推动其发展，在城市环保基础设施建设和运营过程中不断出现PPP项目，这样 不但有利于降低政府的财政负担，也使政府转移了相当一部分的风
