However, the complexity of the situation, the seriousness of the unemployment problem and the existence of defects of the existing unemployment insurance system itself, made it inevitable revealed a number of problems which urgently to be resolved. Unemployment insurance system is a stabilizer and anti-unemployment safety net, its core content is the establishment of social security funds of unemployment, spread the risk of unemployment, Guarantee the basic livelihood of unemployed persons, and help the temporary workers to be employed. But, if the security level of unemployment is too low, that will not be able to play its due role in safeguarding life, on the contrary, high levels of unemployment insurance may result in people being inert, which is not conducive to lowering the unemployment rate, but also resulting in the phenomenon of support lazy. So, what kinds of factors will affect a reasonable unemployment insurance system? How can the unemployment insurance system to promote re-employment of unemployed? In this paper, the author will establish game model according to the research methods of Game Theory, and through mixed strategy analysis, response function analysis, and the equilibrium solution analysis and so on to explore the intrinsic relationship between the various factors and find effective ways to solve the problems. This paper mainly follows: firstly is the introduction, the first is to introduce the research background, purpose and significance, followed by literature review papers, including the development of the theory both at home and abroad, and then is to introduce the application of game theory
