摘要摘 摘要 摘 要 Y 5712 75 我国正处在社会大变革、大重组的特定历史时期，社会政治、经济、 文化、科技等因素都要重新定位、整合。在中华民族历史转折的关键时刻， 公共权力的科学行使可谓至关重要。如何使各级干部正确有效的掌权用权， 是一个亟待解决而又难以解决的理论和实践问题，于是，就引起了各派学 者的众说纷纭。本文是在参考大量文献、吸收和借鉴众多学者观点的基础 上，探讨关于领导干部如何正确认识和使用权力的论文。本文立足于指导我 国当前建设中国特色社会主义和全面建设小康社会的伟大实践，运用历史唯 物主义的观点，从思想政治教育学的相关理论出发，同时借鉴了管理学、政治 学、社会学等方面的研究成果。全文通过采用系统分析和历史分析相结合的 方法，来阐发自己的观点，除绪论和小结外，共分为两大部分，分别论述了领 导干部如何正确认识权力和如何正确行使权力两大问题。第一部分通过论述权力 的理论概念及历史演变，结合古今中外人们对权力的不同解释，论述了我党在执 政环境发生重大变化的今天，领导干部掌权用权的核心和宗旨依然是“执政为 民”；第二部分论述了如何正确行使权力的问题，依次论述了权力行使的客观政 治经济环境，权力得到正确行使的基本要求，导致权力运行失误的四种经常性因 素，以及保障权力得以正确行使的错4衡性原则、公开性原则、法制性原则、自制 性原则，并以干部人事制度、重大问题决策制度与监督制度为重点论述了权力得 以正确行使的根本——制度建设，最后讨论了权力得以正确行使的有力保障—— 领导干部职业道德建设，分别论述了干部职业道德建设的主要内容及途径。 关键词权力，权力观，制度建设，权力运作，职业道德建设 ABSTRACTABSTRACT ABSTRACT ABSTRACT This thesis is a monograph about the issue that leaders and cadres should look on and make use of power correctly．The thesis is intended for instructing the great cause of establishment of socialism with Chinese characteristic and well-being society in all—around．It analyses and investigates the issue that the leaders and cadres should look on and make use of power correctly under the circumstance of market economy of socialism by using the relevant viewpoint of ideological and political pedagogy， exerting historical materialistic point of view and using some research fruits of management、politics、sociology etc．for reference．The whole thesis explains its viewpoint via the combined use of systematic analysis and historical analysis．Besides the introduction and the summary,it contains two big parts，discussing the two issues of how leaders and cadres look on and make use of the power correctly in turn．The first part discusses the theoretic connotation and historical evolvement of power, taking the explanation ofpower in different times and different countries into account， discussing that‘‘serving people’’still is the core tenet for leaders and cadres’coming into power under the greatly changed political and economical circumstances．The seco
