But, Project-owner can’t know what problems will happen to them, Because asymmetry-information and time-cost always exist, Then, they often make a wrong countermeasure. The analysis in this paper stand in the perspective of project-owner, Take Game Theory, Information Economics and Bidding for the basic theory, Set up some game models in different assumptions, under the premise of equilibrium, To research how to make the project-owner’s benefit maximum, the main contents include: First, We introduce how important is the land for construct project, And find the economic foundation which can explain the rent-seeking phenomenon reasonably, Then we know auction is one of the best ways for assignment the privilege of land use, And set up a new auction model which consider the factor of bounded rationality bidder, To make the model close to practical operation more, For the First Price Sealed Auction model may produced the problem of “hidden real price”, Set up a Secondary Seal Price Auction model, And points out that all buyer will offer their true price automatically in the Secondary Seal Price Auction model, At the same time, The seller will lose some interest also. Secondly, Introduce the Act of Agency theory; and point out that the construction project is an act of agency process actually. By establish a game model which consider of the tenderer’s interests, And point out that the tenderer can not consider the factor of price only, but also should consider the bidder can bring how much output for the tenderer, Try to establish a bargaining game model, as win-win for the premise condition, according to different factors, To research the tenderer should take what measures to make their benefit maximum, Try to establish a three-sides game model which co
