南京邮电大学工程硕士研究生学位论文 南京邮电大学工程硕士研究生学位论文 摘要 摘要 随着通信行业体制改革的逐步深化，打破垄断、全业务竞争推进，通信资费 大幅度降低、通信服务质量大幅提升，通信运营商面临着越来越激烈的竞争和越 来越大的成本压力。企业资源计划(ERP)集中信息技术与先进管理思想于一体， 打造了现代企业的运行模式，反映时代对企业合理调配资源、最大化地创造价值 的要求，成为企业在信息时代生存、发展的基石。而借助信息化全面提升管理水 平和服务质量，增强自身核心竞争力，满足用户不断变化的需求，成为中国通信 运营商应对未来的一致选择。因此，通信运营商实施ERP系统并对实施结果进行 评价，对通信运营商ERP系统的运行具有实际意义。 本文通过回顾ERP在国内外的研究现状、水平和发展趋势，在简述ERP的原 理、内容和ERP在其他行业的实施情况的基础上，对ERP在中国通信运营商实施 的现状进行了分析，利用项目管理理论确定了江苏联通实施ERP系统项目中存在 的问题，分析了各种问题产生的诸因素间的关系，并研究问题产生的原因。作者 结合参与江苏联通ERP项目实施的经历，通过对ERP项目应用和通信运营商业务 特点的分析，利用项目后评估理论对江苏联通公司ERP项目实施的效果进行了评 估，提出相应的建议，为通信运营企业更好地应用ERP系统，实现企业信息化管 理的目标及未来实施类似项目提供借鉴。 AbstractWith Abstract With the system reform gradually deepening in telecom industry，the monopoly h嬲been broken．a11．service competition continues and telecom operators face drastically drops．The quality of service is greatly improved．Telecom operators ale now facing more fierce competition and bigger cost pressures．ERP combines the IT and advanced managerial thoughts to forge all operation pattern for modern enterprises．It reflects the times’request to enterprises for theft reasonable resource configuration and maximum created values．With the help of information technology， it becorues the same choice for China telecom operators to improve the level of management and quality of services，to enhance their core competition force SO as to meet the varying customer demands．Therefore，implementing and evaluating the ERP system al e practical meaning for operating the ERP system· In this thesis，we first review the status of the research achievements，level and development trend of ERP at home and abroad．Base on the outline of the principles， contents and implementation of ERP in other industries，we analyze the status of ERP implementation in China telecommunication operators Unicom company．By use ofproject management theory，we determine the implementation problems ofthe ERP system of Jiangsu Unicom company and analyze the relationship between all factors as well as the causes．Basing on t
