武汉科技大学硕士学位论文 武汉科技大学硕士学位论文 第2页 摘 要 随着市场经济的发展以及与国际惯例接轨的需要，招标投标已经成为分派工程任务 的主要方式。招标投标的核心环节是运用合理的评标方法优选中标单位。针对目前常用 的评标方法因没有系统地描述评标过程中的确定性与不确定性的联系而造成的信息丢 失或信息重复的现状，笔者在指标权重的确定和评价数学模型两个环节中利用集对分析 方法建立了反映确定性与不确定性关系的联系度，利用其中的相对确定性信息确定指标 权重和对各个方案进行排序，利用其中的相对不确定性信息反映指标权重的变化趋势， 较好地克服了以往评标中出现的主观随意性，客观地描述了评标过程。为了更全面地反 映各个投标单位的真实实力和差距，笔者结合招标实际情况分析了建筑工程评标中的基 本评价因素，提出建立指标体系应遵循的原则，建立了一套评价指标体系，并根据评价 指标的变化规律采用非线性函数使其规范化。然后，将文中建立的评标方法运用于实际 的招标评标中检验其正确性和可靠性。最后提出该评标方法有待完善的方面。 关键词：招标投标；指标规范化；不确定性；非线性函数；指标权重；联系度。 武汉科技大学硕士学位论文 武汉科技大学硕士学位论文 第3页 ABSTELAcT With the development of market economy and the need of the international situation， Tendering and bidding has been the main means of distributing engineering project．The core link of tendering and bidding is that the best one has been selected from all the bidders with a reasonable appraising method．The appraising methods used often call’t describe the relation of determination and disdetermination in the appraising process so that information probably has been lost or repeated．Connection degrees of intensity have been set up to show the relation of determination and disdetermination by Set Pair Analysis in the two important links of evaluation jhe determination of norm importance and the foundation of appraising model． In the connection degrees of intensity,determinational information has been used to build norm importance and show the good—bad relation Of every plan．And disdeterminal information has been used to indicate the changing tendency of every norm importance．The subjective disdetermination has been overcomed．In order to reflect the real strength and the difference of all the bidders，A set of norms has been built up based on the practical situation and the principle about norm determinations．And what’s more，they have been standardized by appropriate nonlinear functions so that the difference of all the bidders can be manifested． In order to test the appraising model，the model bu
