Signature: Date: 山东科技大学博士学位论文摘要 山东科技大学博士学位论文 摘要 摘 要 近年来，建筑行业市场迅猛发展，形势喜人，但与之配套的建筑行业政府管理水平 却相对较低，不能满足市场实际的需要。目前我国建筑业的主要管理领域有以下几个方 面 ：（ 1）市场准入（退出）规制；（2）市场行为规制；（3）质量安全和环境保护规制。 本文主要针对中国建筑业政府管理系列内容中的“建筑市场准入管理”这一内容进行深 入的研究。建筑市场准入管理主要是通过对建筑企业的资质管理和对从业人员的执业资 格管理来实现的。加强建筑市场准入管理研究，有助于政府主管部门正确实施宏观调控 ， 规范建筑企业行为规范，促使建筑企业结构调整，促进建筑企业之间合理而有序的竞争 。 文章通过对政府规制的理论、方法的综述，来研究“建筑市场准入”的理论基础，同时结 合国际国内市场准入现状，在充分吸取国外先进经验的基础上，分析揭示中国目前市场 经济条件下市场准入存在的问题，剖析问题产生的原因，提出解决的办法，并运用博弈 模型和否定之否定理论提出了中国建筑市场准入发展的五阶段理论，并对各个阶段的主 要特征进行了详细描述，指出中国目前正处的阶段和今后应该努力的方向，有助于作为 中国建筑业政府管理改革的参考，为中国建筑业政府管理从管理型政府向服务型政府转 型提供理论支撑和方法借鉴。 关键词：建筑行业，市场管理，资质管理，市场准入，规制 ABSTRACT Construction industry is a very important industry in China, it was developed very well in recent years. But it is necessary for us to recognize that the level of the government construction management is limited. It was not suitable for new type of construction industry completely. There are three aspects of Chinese government construction management: （1） Market admission system management（; 2）Market behavior system management（; 3）Quality security and environmental protection system management. This paper is focus on the admission system of construction market, which belongs to the government management of China construction i
