摘要摘要 摘要 摘要 目前绝大多数控制性详细规划仍然采用传统的以美感和视觉效果为出发点 所划分的地块，以及确定建设开发强度，常常是违背土地市场经济规律的，而 且对于这样的注重图面效果的控制方式能否有效地促进高质量的城市环境的形 成，仍存有多方疑虑。而在南宁市邕江南岸东片区滨江地区控制性详细规划、 太仓经济开发区一期控制性详细规划、江苏省昆山市花桥镇曹安地区控制性详 细规划等几次控规实践中，地块开发规划控制中则制定了保留与更新评价导则 并对其在相当程度上加以严格执行，这类探索在国内具有一定的开创性。因此， 本文将以该三设计为案例，研究在控规编制操作工作过程中，对于规范、控制、 引导“保留、改造、新建”地块的意义。 研究地块规划程序的渐进式保留与更新控制方法在控制性详细规划中的应 用，了解一个地块从现状构思到评定其应为城市下一步发展提供怎样的用地基 础，所经历的各个步骤和理论依据，探讨它的操作可行性和实施有效性，从而 也得到一定程度上控规导则的客观理论支持。 本方法推演并初步建立了规划保留改造新建地块的基本评价参考标准，给 出了具有一定普遍意义的工作流程和分析方法。 关键词：地块控制方法，保留与更新，渐进，控制性详细规划，操作可行 AbstraetABSTRACT Abstraet ABSTRACT This is the beginning stage to implement the land plote control guideline in the cause of designing regulation,control，and implementation．Meanwhile，it is important to known about traditional measures and procedures that land-demarcation required to a definite development-intensity,starting from esthetic sense and visual result，is always contrary to discipline of market economy,designing through the final picture of effectiveness，to further promoting the forming，effectiveness and the possible aptitudes that the control method could have for a high quality civil environment． This research will be based on these practice cases of Regulatory Detailed Planningfor East Zone at South side ofRiver场馏in Province Nanning,Regulatory Detailed Planningfor Taicang Economic Development Zone Z Regulatory Detailed Planningfor Cao锄Zone ofHuaqiao at Kunshah in Province Jiangsu to probe the meaning and function ofthe step—by-step control method ofland plot for renewal and conselwation． The thesis devoted to research the theories，methods and application of step—by-step control of land plot for renewal and conservation in regulatory detailed planning，according as the work—process from current land situation to land evaluation for next development base．To discusses flexibility of fulfillment and effectiveness，SO that for a certain degree，drawing out the objective theoretical support for the regulatory detailed planning guideline． Some basic ev
