摘 要 摘 要 随着经济的发展、社会的变迁，科学技术作为第一生产力已然成为当代经济发展的 决定性因素。科技创新作为衡量国家综合实力的一个方面，其能力和水平直接决定着一 国经济实力的强弱和金融发展的程度。我国已将科技创新促进经济发展提上日程，“十 七大”报告、“十八大”报告、“十二五”规划以及 2014 年中央经济工作会议中均提出 了以科技创新推动经济发展的战略目标。因此，本文从金融发展与科技创新互动机制的 角度进行研究，具有一定的现实意义。 本文采用理论分析、现状分析和实证分析相结合的方法对金融发展与科技创新互动 机制进行研究。首先，从理论上剖析金融发展与科技创新的相互作用机理。金融发展可 以通过风险管理、转化科技创新成果、项目评估和信贷支持等途径促进科技创新；科技 创新也可以通过扩大金融产品需求、优化金融外部环境、拓宽金融信息宣传渠道、提高 金融行业效率等途径推动金融发展，二者之间呈现出较好的互动关系。其次，结合大量 数据、各省政策、个别实例阐述当前我国金融发展与科技创新互动取得的成果以及存在 的不足。主要表现为：我国 RD 投入相对较少但 RD 经费内部支出总体呈上升趋势，创 业板的出现为科技型企业提供了更好的融资平台，各方主体积极响应国家政策以促进科 技创新，等等。再次，选取全国 31 个省 2000 年-2012 年的年度数据构建 PVAR 模型，脉 冲响应函数分析和方差分解表明，金融发展与科技创新之间确实存在互动关系，但是这 种关系具有一定的滞后性和不显著性。最后，纵观全文得出以下结论：科技创新推动金 融发展的内生机制存在问题；科技创新是金融发展的内生变量和外生变量；金融发展与 科技创新的互动关系具有互利性和滞后性；金融对科技产业的投入不足；金融发展与科 技创新良性互动的相关制度和标准仍不完善。据此，提出了与之对应的政策建议：严格 监控科技创新产品的研发和投入整个过程；把科技创新促进金融发展放到核心位置；继 续促进金融发展与科技创新的良性互动；加大对技术产业的投入；完善金融发展和科技 创新相关制度和标准。 关键词 金融发展 科技创新 互动机制 面板向量自回归模型 I Abstract Abstract With economic development and social changes, science and technology as the primary productive force has become a decisive factor in modern economic development. Scientific and technological innovation as a part of measuring national comprehensive, whose ability and level determine the extent of economic strength and the level of financial development directly. To promote economic development, scientific and technological innovation has mentioned on agenda. The strategic objectives of scientific and technological innovation promoting economic development have all presented in the 17th and 18th CPC National Congress, the Twelfth Five-Year Plan and the Central Economic Working Conference in 2014. Therefore, the study in this article from the perspective of the interactive mechanism between financial development and technological innovation has some practical significance. The subject studies the interactive mechanism between financial development and technological innovation by combining with theoretical analysis, present analysis and empirical analysis. First of
