摘 摘 要 石油工程技术服务行业是辅助油气田开发的重要部分。我国大多数油气田 目前已进入开发中后期，井下工程技术服务管理难度越来越大，生产成本越来 越高。与此同时，随着中国石油天然气集团公司的上市、重组，作为为之配套 服务的工程技术服务系统，必须进一步提高服务质量，满足集团公司的石油开 采业务的需求。本文力图通过对石油工程技术服务体系的管理信息化的研究， 借助信息技术实现石油采集过程的管理再造，提高油气罔工程技术服务的综合 管理水平，全面提升油气盯1开发水平，为以超前姿态与世界接轨奠定工作基础。 本文应用管理理论和管理信息系统理沦与技术，在系统分析锦州工程技术 处现行锦州1程技术处管理体系的基础上，根据生产实际和形势发展的需要， 进行了该处工程技术服务业务流程以及管理信息系统分析研究。文中首先分析 了锦州油田地质概况和丌发现状以及锦州工程技术处业务流程的基本现状；其 次，在明确了锦州工程技术处现行工程技术服务管理流程现状及存在问题的基 础上，提出了如何再造信息管理系统实施流程再造的方案和实施对策。接下来， 明确了工程技术服务管理信息系统功能，进行了锦州工程技术处工程技术服务 管理信息系统规划；最后，文章详细阐述了系统实施流程再造方法，并对如何 以信息管理系统促进流程再造过程中存在的问题所采取的一些辅助措施进行了 说明。 关键词：石油工程技术服务；流程再造：管理信息系统 AbstractOil Abstract Oil project technology service is a very important part to assist exploiting the oil field．Now most of our country’S oil field has come neat to the end of the resource，the cost is becoming more and more expensive and the management is becoming more and more difficult．So improving the service quality and carrying out the business progress reengineering is very urgent．It also has a big significance to joint with the word development． In this paper，we applied the management theory and the technology of management information system，analyzed the present management system of the Jinzhou Engineer Technologic Department．According to the need of actual product and the future development，we analyzed and researched on how to take effect the service business progress as well as how to improve and reengineering the management information system． The paper starts with the explanation of the general geologic and exploitation situation and the actuality of the business progress of the Jinzhou Engineer Technologic Department．Through the deep analysis of the present situation and existed problems，we brouIght forward the suggestive measure to carry out the business progress reengineering．Then expounded the function of the engineering technology service management system，at last，the paper did a detailed interpretation of the system progress reengineering method，as well as some a
