捅矍近年来，民营经济作为社会主义市场经济的重要组成部分，已成为中国经济 捅矍 近年来，民营经济作为社会主义市场经济的重要组成部分，已成为中国经济 新的增长点。如果一个地区的民营经济没有较快较大的发展，就无法尽快改变和 完善该地区的所有制结构，也不可能建立起市场经济的新体制，甚至不利于国有 经济的改革，更不能使地方经济建设获得更大发展，各地在重视民营经济发展的 同时，开始注意民营经济发展模式的选择问题。因为民营经济发展模式的选择， 会直接影响到该地区民营经济的发展。 现今民营经济发展模式主要有六种典型模式，即苏南模式、温州模式、珠江 模式、中关村模式、青浦模式和三城(海城、兴城、诸城)模式。每个模式都有各 自的发展背景、特点和发展趋势，这些模式对其他地区的民营经济模式的选择提 供了借鉴的可能。 本文在搜集大量的文献资料，并对锦州民营经济发展状况及现行模式的调查 的基础上，研究了当前锦州民营经济发展模式以及民营经济发展的现状，结合锦 州民营经济发展的实际情况，针对锦州民营经济发展滞后的原因进行了分析，提 出了适合锦州民营经济发展的锦州模式：产业的专业特色+投资的主体多元+运作 的市场机制+政府的引导保障+社会的中介服务。为了保证锦州民营经济发展模式 有效运行，进而提出了锦州民营经济发展模式的保障性措施 关键词：民营经济；民营经济发展模式；保障措施：锦州模式 AbstractAs Abstract As an important part of socialism market economy,nongovernmental economy has become new rising point of China economy．If nongovernmental economy carl not develop fast and greatly in a region，it is hard to change and perfect the structure of ownership in short period，and impossible to set up new system of socialism economy, and influence the reform ofstate owned economy and development oflocal economy． Many places are paying more attention to development of nongovernmental economy, in the meantime，they start to pay more attention to the selection of developing mode of nongovernmental econom5 because the selection of developing mode will influence the development of local nongovernmental economy directly． There are six main modes，including Wenzhou Mode，South of Jiangsu Mode， Zhujiang Mode，Zhongguan Village Mode，Three—city(Halcheng city,Xingeheng city, Zhucheng city)Mode and Qingpu Mode．Every mode has its own developing background，features and developing trending，and provides reference for other places to select it own mode． On the basis of collecting a lot of documents，and inspecting the development situation and current mode of nongovernmental economy in Jinzhou，the thesis analyses the reason of’less development of Jinzhou nongovernmental economy,also put forward Jinzhou mode which is suitable for development of nongovernmental economy，that is：professional features of diff
