Based on the empowerment theory and the investigation in Pearl River Delta region

Abstract : With the strong demand of migrant workers interests expression, human rights NGO in the Pearl River Delta
region development is booming, playing an important role in the migrant workers interests expression. Research based
on the empowerment theory and the investigation in Pearl River Delta region showed the empowered subjects combined
resources consultant, strengthened sensitivity and trainee; the empowered path is combined with path powered by
external force and path powered by internal force; empowered content included individual, inter-personal communication
and politics. Then the paper analyzed mechanism its limitation of the NGO in migrant workers interests expression.
