目前对发达国家政府投资项目管理模式的研究成果较多，揭示了发达 国家政府投资项目的特点，对我国政府投资项目管理的改革及代建制度的 完善有很大参考作用。 在发达国家，对工程项冃一般都区分为政府工程和私人工程两大类并 采取不同的管理方式。对私人投资的工程项目，政府主要是进行规划、安 全、技术标准、建设程序、环保消防等方面的审查和控制，只要不违反法 律政策规定一般不加于干预。政府管理的终点是政府投资的工程项目。政 府项目一般又分为经营性投资项目和非经营性投资项目。对于经营性投资 项目，由于在经营后有盈利保证，一般都完全按照私人工程的方式操作。 而对于非经营性投资项目，一般由专业化的政府部门直接管理。 本文通过综合分析美国，德国政府投资项目管理的基本情况总结发达 国家政府投资项目管理的基本特点，对工程项目一般都区分为政府工程和 私人工程两人类并采取不同的管理方式。他们在项目中体现岀公平、诚实、 经济和效率。在漫长的发展过程过中，发达国家的一些政府投资项目管理 经验及模式值得我们去学习和探讨，结合我国政府投资项目管理发展现状 总结我国项目管理中存在的不足和问题。 关键词：发达国家政府投资项目管理 项目管理 管理模式 管理方式 Abstract The present research results to the management mode of government i nvestment projects of more deve I oped countr i es, Revea I s the character i st i cs of government investment pro jects i n the deveI oped countr i es, there i s a great referenee to improve the reform of our country government investment project management and construetion agent system .
