中国科技论文在线 农业环境科学学报 2007，26(5)：1615—1618 JournalofAgro·EnvironmentScience 我国持久性有机污染物类废弃杀虫剂库存的 清单调查方法学研究 韩文亚，黄 俊，余 刚，刘希涛 (清华大学环境科学与工程系，持久性有机污染物研究中心，北京 100084) 摘 要：查明持久性有机污染物(POPs)类废弃农药库存清单并对其进行环境无害化管理是斯德哥尔摩公约对包括我国在内的各 缔约方所要求履行的重要义务。借鉴国际成功经验，结合我国POPs类杀虫剂的生产、流通和使用特点 ，确定调查范围重点涵盖6 种POPs(滴滴涕、六氯苯、氯丹、灭蚁灵、七氯、毒杀芬)，以问卷调查结合部分现场核查为主要调查形式 ，以4类单位(农药生产厂 家、农资销售单位、卫生防疫单位 、白蚁防治单位)为重点调查对象，提出了包括准备、实施 、总结三阶段的调查流程 ，建立了较为完 整的我国POPs类废弃杀虫剂库存的清单调查方法学。该方法学已被成功应用于2005--2006年问实施的全国POPs类杀虫剂初步 清单调查中。取得了较好的应用效果 ，证明了其科学性和实用性。 关键词：持久性有机污染物；废弃杀虫剂库存；清单调查；方法学 中图分类号：X924 文献标识码：A 文章编号 ：1672—2043(2007)05—1615—04 TheInventoryMethodologyforObsoletePesticideStocksofPersistentOrganicPollutants(PoPs)inChina HANWen—ya，HUANGJun，YUGang，LIUXi—tao (POPsResearchCenter,DepartmentofEnvironmentalScienceandEngineering，TsinghuaUniversity，Beijing100084，China) Abstract：RequiredbytheStockholm Convention，allpartiesincludingChinashouldidentifytheobsoletepesticidestocksofpersistentor- ganicpollutants(POPs)，andtakeenvironmentalsoundmanagementmeasures．Todeveloptheinventorymethodologyforidentifyingtheob- soletepesticidestocksofPOPs，thesoundinternationalexperiencewastakenforreference．Alsotheactualsituationoftheproduction，circu- lationandconsumptionofPOPspesticidesinChinawasconcerned．SixPOPswereidentifiedtobeincludedinthescopeofinventory investi- gation，includingDDT，hexachlorobenzene，chlordane，mirex，heptachlorandtoxaphene．Questionnairecombinedwithconfirmativefieldsu卜 veywasdeterminedasthemainapproach．Fourcategoriesofstakeholders were identifiedaskeyinvestigationresponden~， includingthe manufacturesofpesticides，salesunitsofagriculturalmaterials，diseasecontrolunits，andterm itepreventionandcontrolunits．Theprocedure wassuggestedtoconsistofthreestages：preparation， implementationandsummarization．Basedonthesestudies，anintegratedinventory methodologyforidentifyingtheobsoletepesticidestocksofPOPsinChinawasbroughtout．Thedevelopedinventoryhasbeensuccess
