Based on the reforming experience of building more flexible labor market in the western countries ，the government should take the policy aiming at making the marginal part of labor market become more flexible . On one hand ，flexible employment should be developed moderately and unemployment protection must be increased . On the other hand ，the government should put more emphasis step by step on vivifying the core of labor market instead of the marginal part of it unde
