With its implementation, research on its effectiveness has become increasingly impor- tant. Based on the concepts of cooperation and coordination, this paper designs two first-level indicators of fit degree and development effect, and evaluates the synergy effect of students de- velopment of three education groups which all run with single legal persons in Jingan District. By the comprehensive
