摘要摘要 摘要 摘要 在我国医疗体制改革中暴露出一些问题，医疗费用居高不下，有效需求得不 到满足等等，归根结底，这都是医疗过程的双方——供方和需方面临的道德风险 所造成的。因此，解决目前我国医疗保险实施过程中出现的问题，提高医疗保险 基金使用效率，应从供需两方面入手，控制双方的道德风险。 本文把博弈论基本原理运用到医疗服务的供方道德风险分析当中，以往文献仅 从参与者的行为表现进行分析，只能认识到他们的行为选择和结果影响，而对行 为的本质和诱导因素没有深刻的把握。笔者认为医疗体制内出现的猖獗寻租行为 和医院内部的薪酬体制有密切的关系，通过构造医生收益模型，分析现行制度对 医生收益的影响，得出医院的薪酬体制对医疗供方诱导行为的根源性影响，改善 医生收益及其互为前提的医院运行机制的整体改革，才是医疗体制改革的当务之 急。 在分析医疗服务需求方的道德风险时，本文创造性的把数据挖掘技术—— logistic回归分析运用到其中，以西安市社会医疗保险基金中心冠心病住院病例样 本数据为例，构建欺诈预警模型。为防范需方骗保，滥用医保卡等需方道德风险 行为提供了切实可行的科学方法。 关键词：道德风险 薪酬体制logistic回归分析 AbstractAbstract Abstract Abstract There are some problems during medical insurance reform，such笛expensive charge，unappeaSable effective needs．In the final analysis，double moral hazard leads these．For solving problems and improving efficiency of Medical Insurance Fund，we should Start witll supply·demand and have to control double moral hazard from them． This paper makes use of game theory to analyze supply’S moral hazard system． Former literature only analyzed behaviors ofparticipant，sojust choice and results were understood．Essence and cause were not discerned．W．e eonsider there is close relation between Physician—induced Demand and hospitals’payment system．From constructing the model about physicians’income，this article investigates prime influence of public hospitals’payment system on Physician·induced Demand．That is the urgent affair of medical market’S reform that we improve physicians’income and reform public hospitals’operational mechanism． When analyzing demand·moral hazard，we use the logistic regression in a creative way．According to coronary heart disease caSes，the warning model is established．As a result，logistic regression has good veracity and forecaSt in distinguishing analysis．The model leads scientific way to keep away fraud in Medical Insurance Fund． Keyword：moral hazard payment system logistic regression anaIysB 西安电子科技大学 西安电子科技大学 学位论文独创性(或创新性)声明 兼承学校严谨的学风和优良的科学道德，本人声明所里交的论文是我个人在 导师指导下进行的研究工作及取得的研究成果。尽我所知，除了文中特别加以标 注和致谢中所罗列的内容以外，论文中不包含其他入已经发表或撰
