卫生信息化背景下医保档案开发利用问题研究.pdf

摘 要 摘 要 随着《卫生信息化规划（2011—2015 年）》的深入实施和推进，我国已初步进入全 民医保国家行列，全民医保产生的大量医保档案，势必会对医保档案开发利用工作产生 影响。卫生信息化作为医改的“四梁八柱”之一，为医保档案开发利用带来重要机遇的 同时也为其带来了不小的挑战，使得现阶段的医保档案还不能被充分开发和利用。因此， 本文结合我国卫生信息化的建设实践，将医保档案开发利用放在卫生信息化的背景下进 行研究，重点在于阐明卫生信息化与医保档案开发利用的相关性，探讨卫生信息化背景 下医保档案开发利用的现状和趋势，分析在此背景下开发利用医保档案存在的问题，进 而以案例形式提出“通过增强重视程度、统一建设标准促进医保档案信息化建设均衡发 展；通过建设特色资源数据库、构建智能化检索系统提高医保档案开发利用技术水平； 通过完善知识产权立法、加快信息安全立法健全信息开发利用相关法律体系；通过增强 高校人才培养、完善继续教育机制加强医保档案开发利用专业人才培育”的思路和策略。 旨在深化认识、改进实践，探索促进医保档案开发利用的有效途径，切实提升医保档案 开发利用工作水平，以更好地适应社会发展需要。 关键词 卫生信息化 医保档案 档案信息 开发 利用 I Abstract Abstract With the “Health Informatization Planning (2011-2015)” in-depth implementation and promotion, China has entered the universal health care ranks of the country, universal health care resulting in a large number of medical insurance archives, will have an impact on the development and utilization of medical insurance archives.
