AbstractAs Abstract As a representative of the emerging industry,the rapid development of small and medium technology-based enterprises has regenerating the regional economy,and has not been ignored in promoting technological innovation and optimizing the industrial structure More and more scholars began to think about the relationship between ecological theory and enterprise competition theory,particularly on the basis of the niche theory of enterprise niche phenomenon，through a new research ideas and methods to more comprehensive exposition of the strategic relationship between finns and the environment． This study summarizes the domestic and foreign literatures，combine the theory of competitiveness with the theory of ecological niche，full consideration of small and medium technology—based enterprises technology content is high，small business size and other characteristics，based the theory of enterprise niche ecostate and ecorole as the dividing criterion，set up a set of scientific evaluation system for small and medium technology-based enterprises．The full text consists of three pans，first of all，this paper summarized the ecological niche theory and enterprise niche ecostate and ecorole，expounded the concept and relationship of niche theory and enterprise competitiveness in theory．The theoretical research of this part is the basis for the evaluation of the competitiveness of tech SME．Secondly, through the interview and other methods，we obtain the 20 evaluation indexes．Through the interview method，open questionnaire survey method to determine the 20 indicators for the evaluation of the competitiveness of small and medium technology—based enterprises．using analytic hierarchy process to weight every index，form the evaluation system of tech SME based on the theory of ecological niche．Finally,using this index system to carry on the example research to the JINGHUA electronics company,obtained the good anticipation effect， proved its practical application feasibility,a
