山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 1 1 2 2 摘 要 作为二十世纪最重要的十大管理工具之一，平衡计分卡产生于 20 世纪 90 年代的企 业绩效评价研究，后经过各国学者不断地发展和完善，目前已形成较为完整、系统的应 用理论体系。在新公共管理运动的浪潮下，平衡计分卡的影响范围由最初的各类企业扩 展到各级政府、公共部门、社会团体以及其他非营利组织。近年来，平衡计分卡被引入 中国，并在企业界迅速推广，少数地方政府也对其进行了一些有益的探索。但是，从总 体而言，基于平衡计分卡的我国地方财政支出绩效评价的理论与实践体系有待完善。 首先文章从总体上对论文进行概述，介绍本文的研究背景及意义、分析了国内外相 关领域的研究现状，讲述了绩效、政府绩效以及绩效评价的相关概念，着重介绍公共财 政理论、受托经济责任理论和新公共管理理论等地方政府财政支出绩效评价的支撑理 论。其次，运用文献综述法、比较分析法、推理法等方法来对基于平衡计分卡的地方财 政支出绩效评价体系进行了研究，首先介绍了平衡计分卡流程；随后，基于平衡计分卡 理论框架进行政府财政支出绩效评价体系的构建，也就是将平衡计分卡的要素与地方财 政支出绩效评价要素进行整合，包括评价目标、原则以及评价方法等，其核心内容是设 计基于平衡计分卡的地方财政支出绩效评价指标体系。然后，本篇文章着重以青岛市政 府的财政支出情况为例介绍地方财政支出用本评价体系的评价的结果，并作相应的分 析，并且针对分析结果提出了相关的改进建议。最后，在总结前文的基础上，得出本文 的研究结论，分析文章的创新点以及不足之处，并对未来我国地方政府财政支出绩效评 价体系的发展做出展望。 本文在文献综述的基础上，充分结合“修正的平衡计分卡”理论模型，构建符合地 方财政支出的绩效评价指标体系，并将其运用到青岛市的具体实例中，对青岛市的政府 财政支出绩效进行评价，以期改进和完善绩效评价体系，进而解决当前地方政府在对财 政支出进行绩效评价过程中存在的问题。 关键字：平衡计分卡，地方财政支出，指标体系，层次分析，绩效评价 ABSTRACT As one of the ten important management tool in the twentieth Century, the Balanced Scorecard originated in the nineteen nineties from enterprise performance evaluation, then, the scholars of all countries developed ceaselessly and perfect. Till now, there has formed a relatively completely theory, system and application system. In the new public management movement, balance score card’s effects range from the initial extension to all levels of government, enterprises of all types of public sector, social organizations and other non-profit organizations. In recent years, the balanced scorecard was introduced into China, and in the business community the model promoted rapidly, a few local governments also has carried on the beneficial exploration.
