American community colleges play an important role in the American education system, providing two-year primary education. Completely different from Chinese concept of college, community college system and the corresponding transfer admission system are unique to the United States; US President Barack Obama stressed that community colleges can be regarded as “Americas best kept secret. Just in 2014, the University of California (UC) system admitted 20,889 students from community colleges with an admission rate of 71%. On the 9th of January 2015, President Barack Obama introduced his plan titled “America’s College Promise.” (The White House Office of the Press Secretary, 2015) This plan proposed putting 60 billion dollars towards improving the U.S. educational system within the next 10 years while increasing the rate of students in technology fields in order to elevate America’s overall quality and strength of education. During his term, President Obama has undoubtedly placed a notable emphasis on university education. He has also generally dedicated financial and material resources, manpower, and effort towards promoting development of the nation’s community colleges.
