Prof. Yuan Weining Chang?an University, Xi?an, China 摘 要 改革开放以来，国有大中型企业为适应国际形势，进行了大规模的结构布局调整， 一些企业相继注销、撤并、重组和整合，企业经济、社会效益得到全面提升。企业的大 举搬迁，大量的闲置资产留给当地政府。这些闲置资产如何开发利用，使企业周边的农 民受益脱贫致富，就成了摆在当地政府面前的难题。 本文对甘肃省庆阳市庆城县长庆油田搬迁遗留下的大量闲置土地和房屋进行了深 入的调研，结合地区的养老、医疗、住房、社保等日益突显的问题，本文探索了利用国 企搬迁后闲置房改造和再利用，解决社会保障性住房和民生工程的途径。结合庆城县保 障性用房的实际，研究有效利用闲置房解决保障性住房困难问题具有深远的现实意义。 本文结合长庆油田搬迁遗留的大量闲置资产的工程实例，针对不同建造时期、不同 结构类型的建筑物进行了检测和安全性鉴定，并对建筑物做出了安全等级评定。并从经 济角度进行了可行性分析，根据不同情况、类型和其安全等级对建筑物进行改造加固处 理，从而解决当前庆城县缺少城市群体保障性住房、经济适用房、社会福利院、门诊住 院楼等民生问题,论文对改造这些建筑物是否有积极的经济和社会效益进行讨论分析， 整个阜城基地利用闲置房改造可为庆城县节约资金 4230 万元，可见，利用闲置房解决 保障性住房的经济和社会效益是十分显著的。 关键词：企业搬迁，民生工程，闲置资产，检测鉴定，安全性评级，加固，经济分析 I II II Abstract some large state-owned enterprises, they have made a series of rules and policies to speed up their development and undergone a massive and extensive adjustment since the Reform and Open Policy, which led to a wholesale recombination and overall rearrangement and resulted in a good leap of benefit to both themselves and the society. A few enterprises chose the way of relocating and left the vacant and abandoned properties to local governments. which turns to be a problem that how to make good use of those and enrich the peasants around. This thesis investigates in depth of the massive idle land and properties left by Chang Qing Petrol Company in Qing Cheng This thesis focuses on how to solve the above-mentioned problems with the case study of using and reconstructing the massive idle land and properties left by state-owned enterprises, and with combination of the reality of the affordable housing in Qing Cheng County.
