As a new form of tourism, rural tourism is still in its infancy, which has become a short board for Hainan tourism development. The financial allocation of public resources is a powerful tool for the promotion of rural tourism development. In recent years, the financial departments of Hainan put some innovation to improve the investment policy mechanisms, which included increasing capital investment, optimizing the structure of expenditures . However, because of the rapid development of rural tourism, financial support is far less than the needs of society and the role of fiscal policy on the development of rural tourism is also not fully play out. Thus, research in the construction of Hainan International Tourism Island context, the support policies for rural tourism in Hainan, from the status of the development of rural tourism development advantages, the problems of rural tourism development, fiscal policy to promote rural tourism development were studied to promote the sustainable development of rural tourism and local economic construction, which has an important theoretical and practical significance. This article discussed the supporting role of fiscal policy on the development of rural tourism. The main research content including: (1) Discussd the purpose of this study, and the significance of the financial support for the status of rural tourism. (2) Analysed the rural tourism development situation and the existing problems in Hainan based on building an international tourism island background.(3) From the relationship between rural tourism, the new socialist countryside construction, and financial policy, analysed the important role of fiscal policy to promote the development of rural tourism.
