They promote the transformation of government functions and y allocate effectively of resources for scientific and technological innovation. At the same time, they speed up scientific and technological achievements into practical productive forces and improve the countrys overall innovation capability. The paper uses sample survey and typical investigation to investigate science and technology intermediary organizations in Harbin with questionnaires. The paper found that the human capital of the intermediary organizations is good but there are some problems. For example, the lower level of expertise, lack of funds and poor communication market information, etc. It is necessary for the government to help, standardize and guide the intermediary organizations. At present，the science and technology intermediary organizations in Harbin have good human capital and qualification. Especially, employees’ education and organizations’ qualification are both good. However, the employees are poor about accreditation of certificate of agent technology. The organizations serve for enterprises. The level of profit of intermediary organizations is lower. The operating consciousness of operators is very poor about initiative. In addition, most of the intermediary organizations have qualifications, however, that level of qualifications is more lower. Science and technology intermediary organizations in our city there are strong movements, the more stability; the human capital is good but level of expertise is low; Human resources, information and funds are lack; the market of science and technology intermediary is backward and behaviors in the market is not standard, needing to form a large number of industries in order to establish the brand role model.
