金融体系对技术创新的影响机制问题研 究 梁琳 吉林大学东北亚研究院 摘要： 金融体系能为企业技术创新提供融资支持，并能够更有效地进行资源配置，还 能对企业技术创新进行激励和约束，分散投资者对技术创新的投资风险。因此， 金融体系能够有效地促进技术创新，从而推动经济增长。在通过金融体系促进技 术创新的过程中，应加强对技术创新的引导和监管，鼓励金融机构加强对技术 创新的资金支持，完善技术创新资金需求者的信用评价体系，并修改和完善相 关的法律法规，为金融体系支持技术创新营造良好的经济社会环境。 关键词： 技术创新;金融体系;金融发展;经济增长; 作者简介：梁琳（1980-），女，辽宁大连人，吉林大学东北亚研究院博士研究 生。 收稿日期：2017-05-26 A Study on the Influence Mechanism of Financial System on Technological Innovation Liang Lin Northeast Asian Studies College, Jilin University; Abstract： The financial system can provide financial support for the technological innovation of enterprises, which is beneficial to the allocation of resources. It can also stimulate and restrict the technological innovation of enterprises. It can reduce the investment risks of investors in tech no logical irino veition. Therefore, the finem cial system can effectively promote technological innovation so as to promote economic growth. In the process of promoting technological innovation through the financial system, firstly, it is necessary to strengthen the guidanee and supervi si on of technological innovation. Secondly, i t is still essential to encourage financial institutions to strengthen the financial support for technological innovation. Thirdly, it is important to improve the credit evaluation system of technical innovation fund demander. Fourthly, it is also vital to modify and improve the re leva nt laws and regula tions in order to create a good economic and social environment for for the financial system to support technological innovation. Keyword： technological innovation; finnncidl system; finnncidl development; economic growth; Received： 2017-05-26 近些年来，我国的技术创新水平快速提高，取得了大量的研究成果。例如，2015 年我国发表的科技论文数为164万篇，专利申请受理数为2 798 500件，其中通 过授权的有1 718 192件，约占受理数的61%。技术创新的快速发展离不开 政府的支持，近些年来我国政府不断加强对科技创新的投入力度，2015年我国 技术创新经费投入为14 169. 88亿元，占GDP的比重为2. 06%。虽然技术创新获 得了政府的大力支持并取得了一定的成效，但其在发展过程屮仍然存在着一系 列亟待解决的问题，尤其是资金投入问题。首先，企业获得的研发经费不足。由 于技术创新机制不完善，导致资源配置效率低下，大部分科研经费投入到教育 机构和科研机构，而亟需技术创新以提高牛产效率的企业却缺乏科研资金。￡2
