摘 摘 要 在经济全球化进程日益加快的大背景下，随着人类环保意识的不断增 强，可持续发展战略的兴起，国际贸易与生态环境问题日益突现，已经成 为国际政治、经济领域的焦点问题，并被纳入到了WTO的新一轮谈判的 议题中。我国作为WTO的新成员，必须严格执行WTO的环境与贸易规 则，并将全面参与新～轮谈判。因而，在理论上认真分析国际贸易中的各 种环境问题，在实践上促进贸易与环境的协调发展，使之既符合国际惯例， 又实现二者的双赢是我国对外贸易政策调整所面临的必要而又迫切的新 课题。 本文在理论上系统地阐述了贸易与环境的关系，并从二者的不良影响 入手，进一步分析贸易与环境冲突的原因，探讨协调冲突的有效途径；在 此基础上，结合GATT／WTO中的贸易与环境问题与我国的基本国情，就 加入WTO对我国贸易与环境的影响、我国对外开放对环境的影响等实际 问题展开分析，并对新形势下如何协调我国贸易与环境的关系，实现对外 贸易可持续发展提出对策和建议。 通过本课题的研究，力求实现：丰富我国贸易与环境闯题的跨学科综 合研究，为我国贸易与环境成熟的理论系统的建立提供参考；对我国加入 WTO后的新形势和未来环保大趋势下促进贸易与环境协调发展及对外贸 易政策的调整决策提供信息参考；为企业在实践中正确处理贸易与环境及 环境保护的关系，进～步发展与扩大绿色贸易提供理论和方法指导。 关键词：国际贸易 生态环境GATT／WTO可持续发展 AbstractUnder Abstract Under the background of Ilastened COUrse of economical globalization,the problem of international trade and environment has become more and more severe with the boosting up of environmental protection consciousness and rising up of sustained development strategy．And it was included into the next round of negotiation of WTO as a focal topic for discussion．As a new member ofⅥ呵O．we must execute the regulation ofWTO strictly,so it is a necessary and imperious subject for us to analyze the environment problems in international trade in theory and harmonize international trade and environment in practice． The paper systemically expounded the relationship of trade and environment firstly,and then analyzed the reason why trade and environment conflicted with each other,probed into the effective way to resolve above mentioned problem．On the basis of above research，with the connection of the situation of oUr country after ent丽ng WTO，the paper outspread further analyzing into the practical problems of international trade and environment in oUr country,and also offered COUntermeasures and proposes as to harmonizing the relationship of trade and environment in our country in order to realize tIle sustained development ofour foreign trade． Through the researck the question for discussion want to realize aims as foIlows enrich our country’s cross-subject resea
