资中出现的问题，指出了提高企业筹资水平的主要途径，以及企业在 资中出现的问题，指出了提高企业筹资水平的主要途径，以及企业在 进行筹资决策时，面对选择，应遵循的依据。 现在我国流行的新建项目可行性研究的计算分析规范随着经济 的发展，部分评价方法已和实际情况发生了一定的偏差。本章论述了 其中两点，一是只重视盈利能力分析，忽视清偿能力分析。二是现在 常用的财务评价指标IRR(内部收益率)存在着～定的缺陷，主要有 两个方面，使用IRR与NPV时并不总是兼容的，IRR并不能反映投 资的真实收益率。 一个拟建项目的可行性研究，必须在国家有关的规划、政策、法 规的指导下完成。然而在我们通常的～些工业项目可行性研究中却忽 视了关于政策法律可行上的分析。本章分析了忽视了政策法律风险分 析带来的危害，以及现阶段我国存在的政策法律风险及其成因，并提 出了应对方法。 关键词：可行性研究投资决策 市场的分析与风险预测 资金筹措 内部收益率 AbstractThe Abstract The theory and practice of the feasibility study of industrial projects originates from the westem countries after World War II．It is a scientific analysis method that conducts investigation and study of a new industrial project’S technology advantage，economical rational as well as the implementation feasibility in order to achieve maximum。retums of the investment． Under our country’S current system，project design department does the majority of the feasibility study of general commercial industrial investment project．This has been causing various issues．This article is focusing on the detailed analysis of market risk forecast，the construction and manufacturing conditions，project fund raising，accounting standards as well as government policy and regulation related risk of the industrial investment project feasibility study． All investment decision—makings are relying on the market analysis and the risk forecast．Detailed market analysis and the risk forecast are required for the project investment to conform to the general market economy rule，especially the supply and demand rule．However，our country’S consultation industry is still not developed and the influence from the traditional thoughts and the old way of doing things still exists， most designing department are unable to finish the industry investment project market analysis and the risk forecast．Therefore，the market analysis and the risk forecast are not playing the important roles in the feasibility study as they should be．It is urgent to develop our country consultation service ind
