万方数据 万方数据 摘 要 “城乡一体化”的最初思想源泉主要来自马列主义对未来社会发展规律的 研究；发达国家在现实中经历的“逆城镇化”过程，也印证了城乡一体化是城乡 关系发展的最终走向这一论断。 我国城镇化水平于数年前冲破 50%大关，这表明“城市阶段”已经到来，2013 年，泉州城镇化率达到了 61.6%，代表了大部分大中城市的发展情况，发展先于 中小城市。笔者通过对环泉州湾地区城乡一体化规划的全程参与，实地考察，对 城乡一体化有一定的了解，并对案例了解比较全面，可以比较客观的剖析我国现 阶段城乡一体化的发展情况以及存在的不足。本文以研究环泉州湾地区城乡一体 化为主要内容，系统研究城乡一体化在我国特殊的历史背景和历史条件下的实现 途径及方式方法，期望可以对我国其他地区发展提供参考，并借本文写作过程加 深对城乡一体化的理论认知。 开篇部分主要表述选题意义、内涵及研究方法；第二部分论述了有关城乡一 体化的经典理论和经验借鉴；第三部分开始进入案例的展开，详细分析环泉州湾 地区开展城乡一体化建设的机遇挑战、战略目标、实现策略等；第四部分剖析推 进环泉州湾地区城乡一体化的保障机制；第五部分进行总结归纳，期望通过案例 研究，对促进城乡一体化的发展，提出一些有价值的规划理念和政策建议。 关键词： 城乡一体化、 环泉州湾地区、 打破二元分割、 城镇化 ABSTRACT Urban-rural’s unification, the first source of the ideas mainly from the study of Marxism-Leninism on the laws of social development in the future; the “reverse urbanization” phenomenon which emerged in the Western countries corroborated that the unification of urban and rural is the inevitable trend urban-rural relationship. 2011, over 50% of the countrys urbanization rate indicates that our country has officially entered the urban age. 2012, Quanzhou urbanization level is up to 60.4%, representing the majority of the devlpmt of midsize cities and towns. This development is ahead of small or middle-scale cities. The author of this paper had participated in the urban and rural planning of the ring of Quanzhou Bay Area. And was field trips. So the author has some knowledge of urban-rural’s unification, and a much clearer understanding about this case, to analyse the state of Chinas unification between the urban and the rural, and problems more objectively. This paper studies takes the urban-rural’s unification in Central Quanzhou Bay area as the main content., and systermly studied how the integration of urban and rural ways were achieved in our special historical background and conditions.
