摘 摘 要 ／+ f随着社会的进步茅口经济的不断发展，人们对改善其生存环境的浮声愈来愈强 烈。林业作为生态环境建设的主俸，在以生态文明为主旋律的当今社会，生态林 业建设受到了前所未有的重视≥本文在总结和偌鉴裁入研究成果的基础上，结台 吉水甚其体的瑟情、林情，对本娶生态林业建设作了定性与定量描述。主要内容 包括三个部分：l、吉永县生态林业建设环境系统分析。根据本县林业经营现状， 总结池生态林业建设的优势、制约因素和发展潜力；2、吉水兵生态林业发展能 力综合评价。皮熠Delphi法和层次分板法(AHP)堋缀合的方法，碍出舂水县 生态林业经营模式综合效益(权重为O．7549)为紫规林业经营模式综合效益(权 重为0．2451)的三倍多，并由此说睛这一套指标体系适合作为吉水县生态林业综 合评侩的攒拣体系；3、吉水县生态林业可持续发展战略决策研究。结合吉水县 生态林业建设总体耳标，就建立完备的林业生态体系、发达的林业产业体系和健 全卣奇林监保障体系等三种生态林业发展战略进行详缨探讨，为本县生态林业建设 提供理论指导。 关键词：生态林业；可持续发展：环境系统：综合评价；指标体系；战略决策 ABSTRACTWith ABSTRACT With the society advancing and the economy developing constantly,more and more people require improving environment．Forestry is the main body of environment construction，and ecological forestry gets more recognition in the eco．civilized society．0n the base of summarizing and assimilating positive results of predecessors’researches，combining material complexion in Jishui County,the paper describes ecological forestry qualitatively and quantitatively in Jishui County．There are three parts in this papeL 1．Analysis on environment system of ecological forestry in Jishui County According to forestry status in Jishui County,the paper summarizes the superiority restricting factors and potential ofecological forestry construction in the county． 2．Comprehensive estimation of development capability of ecological forestry in Jishui County．Adopting Delphi and AHP methods．the paper contrasts the comprehensive benefit of ecological forestry model and traditional one．The result showed that the proportion of ecological forestry is three times more than that of the traditional one，SO the index system suits the case of Jishui County． 3．Study on strategic decision of sustainable development of ecological forestry in Jishui County．Linking with overall goal of ecological forestry construction，the paper puts forward three development strategies，such as building self-contained forestry eco-system，developed forestry industrial system and wholesome security system，expecting to provid
