摘 摘 要 绿色经济学是一门新兴经济学科，它是可持续经济的实现形态和形象 概括，是在全球经济可持续发展的要求和趋势下产生的。它综合了生态经 济学、可持续发展经济学、产业经济学、未来经济学等诸学科，是世界各 国特别是发展中国家应对绿色贸易壁垒的有效工具。本丈对绿色经济理论 进行了初步探讨，并将其应用到吉林省经济发展的实际当中，进行实证研 究，探讨区域经济绿色化发展的新模式。 本文分析了吉林省经济发展的现状与问题，提出了建立绿色经济体系 的新思想，以此改造吉林省经济，分别探讨了吉林省工业、农业和环保产 业的绿色化问题，提出了发展的战略，并以这些绿色产业的发展来带动相 关产业的发展，实现整个经济的绿色化。 对于绿色经济的未来发展，本文做出了预测分析，为发展绿色经济提 供决策依据。 关键词：绿色经济学绿色经济体系绿色产业可持续发展 ABSTRACTThe ABSTRACT The green economy is a new-developed economic branch，which is the realization and visual epitome of the sustainable economy．It comes into being in the acquirement and the trend of the global economy,which is developing，sustainable．It integrates such branches as zoology economy, sustainable economy,industry economy and future economy．It is efficiency tool for countries in particular for the developing countries．This paper is the pilot study of the green theory．It is applyied into the economy practice of Jilin province，and it is carried through demonstration study to probe into the new model ofthe territorial economy． The paper analyses the actuality and the issue of the development of Jnin province．It brings forward the new idea of the building of the green system to renovate the economy of Jilin province．It respectively analyses the devolopment tactics of the green agriculture，the green industry and the environmental industry．The development of these green industries will drive the devolopment of the correlative indus仃ies to make the whole economy green． The paper forecast the future development of the green economy to offer decision．making badis for the decision．maker． Key words：the green economy the green system the green industry sustainable development 第一章 第一章 绪 论 §1．1问题的提出 从工业革命至今，随着科学技术和市场经济的发展，一些工业化国 家，一味追求经济的快速发展，同时出现了一股从未有过的增长热，甚 至当时的烟囱产业也曾被作为朝阳工业而备受推崇。当时的经济发展主 要是按经济增长来定义的，即以国民生产总值(GNP)或国民收入的增 长为重要目标，以工业化为主要内容，建立在自然资源无限多，生态环 境永远良好的假定之上，在这种假定下，GNP成为富裕的标志，从而诱 使A．-fil单纯追求经济产值和经济增长速度。自然资源的破坏和生态环境 的恶化成为经济起飞的副产品，研究发现，在经济发展和环境污染之间 确实存在着某种函数关系，若以经济发展水平为自变量，污染程度为因 变量可以画出一条例U型曲线。伴随着工
