武汉科技大学 武汉科技大学 硕士学位论文 第1页 摘要 养老保障制度是一项重要的社会制度，是社会保障可持续发展的重要支撑，它日益成 为政府、社会公众和学术界普遍关注的热点话题之一。作为成功典范的加拿大养老保障制 度，拥有一套成熟且规范的体系，它不仅为加拿大社会和经济的发展做出了重要的贡献， 也为加拿大国民的老年生活提供了一个有保障的未来。因此，研究加拿大的养老保障制度， 对我国养老保障制度的改革与发展具有极其重要的意义。 本文一共分为四章，系统地介绍了加拿大养老保障制度，并分析了该制度的借鉴意义。 文章首先介绍了加拿大养老保障制度的基本内涵；然后从历史沿革入手，介绍了该制度三 个层次的发展历程。接着，详细叙述了加拿大养老保障制度三个层次的构成内容、现状及 其运营机制，包括各项养老金的筹资方式、资格条件、支付标准、基金管理、税收优惠政 策等，并简要分析了该制度面临的挑战。最后，通过对我国养老保障制度的现状及其存在 问题的分析，在总结加拿大养老保障制度对我国启示的基础上，提出了改革与完善我国养 老保障制度的可行性建议。 本文力图深入剖析加拿大的养老保障制度，并通过分析我国养老保障制度目前亟待解 决的问题，对比加拿大养老保障制度的先进经验，取长补短，以期实现我国养老保障制度 的高效运营，使其发挥在整个社会保障制度建设中的独特作用和重大价值。 关键词：加拿大；养老保障制度；启示 第1I页 第1I页 武汉科技大学 硕士学位论文 Abstract Pension system is not only an important social system，but also a significant pillar of sustainable development in social security,which has increasingly become one of the hot topics of concern in the government，the public and academia．As a successful example of pension system in Canada，it has a mature and standardized system．It not only makes important contributions to Canada’S social and economic development，but also provides a secure future for elderly people living in Canada．Therefore，the study of pension system in Canada has the great significance to the reform and development of China’S pension system． The article consists of four chapters，which introduces pension system of Canada systemically and analyses its enlightenment．At first，the article explains the meaning of pension system in Canada to readers．Then it introduces the history of this pension system，including the development of three levels．After that，the article describes the content，the status quo and the operating mechanisms of pension system in Canada which contains pension funding， qualification，payment standard，fund management and tax benefit，and evaluates the challenges that the system facing．At last，the writer analyses the status quo and shortcoming of China’S pension system，summarizes the significance of pension system in Canada，and offers some proposals to our country． This pa
