万方数据 万方数据 中 文 摘 要 “民以食为天,食品安全大如天”，食品安全关乎着群众的身体健康和生命 安全，同时关系着社会经济的发展及生活的和谐稳定。为保障广大人民群众的 生命健康安全，维护人民群众的切身利益，构建社会主义和谐社会，我国政府 不断强化食品安全监管措施，积极完善食品安全监管体制机制，推动健全食品 安全法规标准体系，食品安全形势总体稳定并趋于好转。但是近几年来，我国 食品安全也暴露一些严重问题，“苏丹红”、“三鹿奶粉”、“地沟油”、“瘦肉精”、 “白酒塑化剂”等事件令广大消费者惴惴不安，各方拷问食品安全，对我国食 品安全政府管制不断提出质疑。 吉林省各级政府对食品安全问题监管高度重视，认真落实省委、省政府的 部署，严格按照国家法规规定执行，监督食品安全，全省食品安全形势总体稳 定，取得了良好成效。但是，吉林省食品安全政府管制仍然存在一些问题，政 府管制低效、监管成本偏高、监管机构不集中权利分散、管制模式垄断等管理 弊端影响食品安全监管效果。本文基于对吉林省食品安全管理现状的研究，以 信息不对称理论、公共利益论、政府俘获理论等与食品安全相关的理论作为依 据，分析影响吉林省食品安全管理的因素,结合国内外食品安全政府管制先进经 验及吉林省实际情况，对吉林省食品安全监管模式进行了思考与研究，并提出 相应对策，以期对完善我国食品安全监管机制有所启示。 关键词：食品安全 政府管制 四位一体 I Abstract “Hungerbreeds discontent, Food safety is the most important”.
