In fact, many countries didn’ t obey some relevant provisions or ignored their commitments on some occasions. On the contrary, they have made use of every chance to construct their TBT s ystems, intending to restrict the import and protect local market. As the greatest developing country in the world, China has come across many kinds of TBT for the concentrated export direction, lower technology and imperfect standard and attestation syste m. But there are some other reasons we should not overlook, such as, we still can’ t wholly recognize the TBT, regard it important as much as we can, and get enough information about the TBT, etc. The government and enterprises must try their best to break through the TBT, such as, master the acknowledgement about the TBT entirely and exactly, improve productivity, adopt more international attestation systems and track the TBT information closely, etc. The article has 4 parts. The first part: the creation and development of TBT. Explicate the origin of TBT, the reason why they prevail, characteristics and their forms, their nature and their economic effects, and Agreement on Technical Barriers to Trade. The second part: the TBT syste ms of some developed countries. Present the TBT systems of USA, Japan and EU. The third part: the influence of TBT in our country. Introduce the results come from TBT and its characteristics. The last part: the strategy for breakthrough the limits of TBT. Analyze the reasons conflicting TBT and put forward a few measures to getting over them.
