摘要2 摘要 2 1世纪，随着互联网、高新技术、经济全球化的迅猛发展以及中 国成为世贸组织的正式成员，旅游人才市场竞争势必愈来愈激烈。市 场对旅游人才的需求，将转化为既精通专业知识和汉语言文化，又通 晓外语、熟悉外国文化、了解国际市场运行规则、适应国际竞争的新 型双语人才。作为旅游高素质人才培养的基地一一旅游高等教育，既 迎来了机会，也面临着巨大的挑战。在这种背景下，“双语教学由此 产生。2001年国家教育部提出的《关于加强高等学校本科教学工作， 提高教学质量的若干意见》中，明确要求各高等院校在3年内开设5 ％一1 0％的“双语教学课程，并引进原版教材和提高师资水平。旅 游高等教育双语教学的教学模式探索和研究成为旅游教育者关注的热 点问题之一。但是由于我国旅游高等教育实施双语教学时间较短，双 语教学的研究还处于摸索阶段。而且双语教学又是一项涉及到教学内 容、教学模式、课程设置、师资培训、教材建设、教学评估等方面的 复杂和系统的工程。 因此，旅游高等教育在实施双语教学的过程中既 要总结经验教训，又要解决存在的问题。 本文从理论认识和实践运作的角度，结合所处的时代背景和我国 的基本国情，从双语教学的若干基本理论入手，阐述了相关的概念(双 语、双语教育、双语教学)以及双语教学的模式(沉浸式、保持式、 过渡式)，以平衡理论、思想库模式、阈限理论、依存假设理论作为理 论参考，借助相关的理论知识和实践成果，分析我国旅游高等教育进 行双语教学的必要性和实施现状，在此基础上构建出符合我国旅游高 等教育特色和旅游产业发展需求的双语教学模式，并探讨了双语教学 的实施策略，以期为我国旅游高等教育双语教学发展提供借鉴和参考。 关键词：旅游高等教育；双语教学；模式构建；实施 Ab Ab stract In The 21st century，as the Internet，high technology，the rapid development of economic globalization as well as China becomes a full member of WTO members，tourism professionals will increasingly fierce market competition．Market demand for qualified personnel in the tourism， will be transformed into not only professional knowledge and proficiency in Chinese language and culture，but also proficient in foreign languages， and are familiar with foreign cultures，understanding of the international market operation rules，a new international competition to bilingual personnel．As a high-quality tourism personnel training bases—Tourism higher education，we welcome the opportunity，we are also facing an enormous challenge．Against this background，”bilingualTeaching resulting，in 2001 the Ministry of National Education’S 《On the strengthening of Undergraduate Education to improve the quality of teaching in a number of views))，the explicit requirements of the colleges and universities in three years opened 5％·10％of the”bilingual” education courses and the introduction of the original materials and raising the quality of teachers．The reaches about Construction of model of bilingual teaching in Tourism Higher Education become one of the issues of
