摘 摘 要 中国是纺织品大国，纺织业作为支柱性产业，多年来为国民经济的发展作 出了巨大贡献。中国加入世界贸易组织后，纺织形势将发生很大变化。文章首 先对纺织工业新形势进行了分析，探讨了我国纺织工业具有的优势和面临的挑 战。面对新的机遇和挑战，纺织工业应如何发展，文章提出了合理的对策。对 于棉纺行业来说，虽然棉纺织企业初见规模并取得一定成就，但仍然存在着许 多问题。如设备、工艺落后，劳动力结构不合理，成本优势逐渐丧失，上下游 企业供需矛盾。文章也就棉纺行业相关问题进行了研究，并提出了合理的企业 发展建议。基于系统分析的思想，采用定性与定量相结合的方法，本文对Ts华 新纺织厂改制方案进行了重点研究。华新纺织厂是多年的国有棉纺企业，主要 产品是棉布和纱线。由于历史形成的沉重包袱，加之市场的影响，企业生产经 营处于非常困难的境地。只有通过改制才能使企业走出困境。文章就企业现状 进行了剖析，指出了企业的严重问题，并在此基础上就企业改制的必要性、改 制基本方案进行了研究。对改制后的产品生产方案进行了优化选择，提出了科 学合理的指标评价体系。最后对生产方案进行了经济评价，评价结果反应出新 的生产方案具有较好的经济效益。 关键词：ATC绿色壁垒棉纺改制评价矩阵净现值 AbstractChina Abstract China is great textile country Textile industry in china is a supporting industry and has made great contribution to national economy Since China joined WTO， textile circumstances has changed a lot．Analysis on new circumstances of textile industry and discussion about advantage and disadvantage of it is given in this dissertation To the new opportunities and challenge，some reasonable counter— measures are put forward．For the cotton textile industry，despite some accomplishments have gained，there are still a lot of problem such as the backward equipment and technology,the unreasonable worker force structure，the lose of advantage over cost，the contradiction of demand and supply between upstream enterprises and downstream enterprises to be solved．Cotton textile industry competitive power are discussed，and reasonable developing suggestions are given in this dissertation．Based on systematic viewpoint，by qualitative and quantitative analysis method，this dissertation focus on the study of reform scheme of TS Huaxin textile factory which is an state—owned cotton textlle enterprise having long history． The main products ofHuaxin are cotton cloth and yarn．The heavy burden and market pressure drive the factory to be in a tight corner in production and operation Only reform can make the factory out of difficult situation．Based on the exposition of the heavy problems，the reform necessity and the reform sch
