中国银行“信贷工厂”运行中问题研究.docVIP

摘要 摘要 在当前的经济环境中，中小企业“融资难”的问题仍然普遍存在。近年来， 我国政府提出大力发展和支持中小企业，并采取一系列金融措施改善中小企业的 融资环境，同时要求各金融机构成立中小企业专营机构，并将该项业务作为重要 考核指标。作为四大国有银行之一的中国银行，顺应国家政策导向，于 2009年推 出专门为中小企业融资服务量身定制的中银“信贷工厂”，并且作为中国银行四 大品牌建设之一。 目前中银“信贷工厂”已整整运行了 5 年，为缓解中小企业融资难的问题， 做出了自己的贡献。但随着经济环境的不断变化，同业竞争的不断加剧，中银“信 贷工厂”的整体流程和企业所面临的环境出现了新的变化，这就对“信贷工厂” 在体制、产品、流程等方面提出了新的要求。本文拟对中国银行“信贷工厂”运 行中存在问题及其改进策略进行研究。 本文主要采取实证分析与数据分析相结合，以中银“信贷工厂”存在的问题 为研究对象，辅助案例分析，包括中银“信贷工厂”成功和失败的案例以及其他 金融机构创新的案例。以国有银行的视角，提供一定的对策及建议，为中国银行 “信贷工厂”发展提供一定的意见和建议。同时，在实地走访的基础上，从金融 服务创新的角度，提出改进措施，对中小企业的融资与金融服务具有借鉴与示范 作用。 对于改善中小企业融资难状况的思路和建议，总的来说需要从政府、银行以 及中小企业自身三个方面入手。为中小企业服务需要“雪中送炭”而不是“锦上 添花”，如何在既定的政策制度和企业现状下，更好地为中小企业提供服务，需 要我们不断探求新的方式方法，进行有效的金融创新。有了创新，才能在日益激 烈的市场竞争中脱颖而出；有了有效的改善途径，才能真正将“解决中小企业融 资难”问题落到实处。 关键词：中国银行，中银“信贷工厂”，融资难，金融服务创新 I 万方数据 ABSTRACT ABSTRACT In the current economic environment, the financing difficulties are still widespread existed in small and medium-sized enterprises. In recent years, the Chinese government make great efforts to develop and support small and medium-sized enterprises, followed by taking a series of financial measures to improve the financing environment for small and medium-sized enterprises. Meanwhile, financial institutions are requested to establish own franchise organizations for small and medium-sized enterprises, it is an important indicator of the business assessment. As one of the four major state-owned banks in China, the Bank of China complied with the guidance of national policy, launched the BOC Credit Factory”, which was specifically tailored for financing services of small and medium-sized enterprises in 2009.
