上海交通大学 MP 上海交通大学 MPA 学位论文 上海都市型生产性服务业空间政策研究 IV IV 都市型产业，生产性服务业，产业空间政策 PAGE PAGE VI RESEARCH ON THE SPATIAL POLICY ON METROPOLITAN PRODUCER SERVICES IN SHANGHAI ABSTRACT As a product of the combination of the second and third industry, producer services play great roles in several respects, including extending industrial chains and optimalizing industrial structure through linking different industries, promoting industrial level and competitive ability through assembling related industries and helping to form the producer services industry itself, which makes reasonable resources arrangements possible. As a typical city with modern services, advanced manufactories and traditional commercial industries, Shanghai, experiencing a process of complicated transformation, would be a model for the spatial pattern of coupling allocation of produce elements in other cities. As a bottle neck, the design of producer services spatial policy and its originally developing route should be settled to promote further progress of services industries in Shanghai. This thesis is focused on main idea with current situation, reasons and suggestions of the policy of producer services in Shanghai, giving empirical analysis on the decision period, management system, execution system and suggestions of policies. Discussing on the public policy of space on producer services in Shanghai, this thesis takes a clue from the attribution of metropolitan and public policy, taking the evolution and changing of policies in Shanghai in recent years as a basis, to try to find out the category and special features of current policies. In the discussion of difficulties of current policies, taking a sequence of timing in policy, the thesis makes empirical and comparison analysis in the coupling degree of target and reality, urban-suburban differences, simple execution methods and deviation between results and goals as a sequence, and, as a result, concludes initially four reasons, which are subjects unkno
