THE THE JUD I C I AL GUARANTEE OF THE DEMOCRAT I ZAT 1 0N PROCESS BY THE GRAND JUDGES COUNCIL OF”dUDICIAL COURT”lN TAIWAN ABSTRACT In the late 1 980s of the last century,china’S miwan region ushered the development of democratizing period in its history．In that period，the council of grand justices which wielded constitutional review not only had the profound influence in the ideal of the rule of law construction in the development of taiwan constitutionalism，but also made outstanding contributions on taiwan’S democratic development through its own interpretation．In the whole process of democratization,judicial review function of the council of grand justices constantly strengthened and played key role in safeguarding the progress of democratization smoothly．Over the past 30 years，the taiwanese who were also the Chinese descendant made such a great achievement in the development of democracy and the constitutional review system development is very worthy for US to learn and study．Therefore，this paper tries to introduce some specific circumstance and regulations of the council of grand justices itself,describe the political development of taiwan from breaking away japanese colonial rule to present and show how the council of grand justices played key role in safeguarding the progress of democratization through its own interpretation，to explain and demonstrate the council of grand justices made outstanding contributions on taiwan’S democratic development in the democratizing period．In addition，based on the above cases and revolve around the relationship between democracy and judicial review under the democratic transition background，this paper also will take deep analysis on this phenomenon and find out the reasons why the council of grand justices played key role in safeguarding the progress of democratization． 万方数据 KEY KEY WoRDS：THE COUNCIL OF GRAND JUSTICES； CONSTRUCTIONAL 烈TEI渖I迮L盯ION；DEMOCRATIZATION；LIBERALIZATION；JUDICIAL REVIEW 万方数据 目录引言 目录 引言 ．．1 一
