提出对《反倾销协议》改良有建设性之建议。竞争政策 提出对《反倾销协议》改良有建设性之建议。 竞争政策 WTO Ⅱ AB AB STRACT It has been 1 6 years from enacting Agreement on Implementation of Article VI of GATT 1 994 to now．As the trend towards globalization proceeds，international trade and trade friction is increasing all the time in those years．Many countries closed doors in order to prevent the imposed products coming，especially in the Asian financial crisis of 1 998 and the 2008 international financial crisis．Anti—dumping is one of trade remedies WTO permits，which is very popular．The developed countries that were used to use continue，and the developing countries including emerging market countries are also increasingly put anti—dumping measures to protect domestic industry as a t001．Anti—dumping measures have reached the point of abusing in the whole world，which has become into some countries’protection t001．The purpose of Agreement on Implementation of Article VI of GATT 1 994--protecting fair competition仃ad—s empty．To make Agreement on Implementation of Article VI of GATT 1 994 back in trade remedy paths，whi le many countries explore in the practice，experts also propose a lot of suggestions． Anti—dumping and competition policy has natural connections， which is possible to change Agreement on Implementation of Article VI of GATT 1 994．It is one of the international advanced questions that how to improve Agreement on Implementation of Article VI of GATT 1 994 from the perspective of competition policy．Therefore，first of all，in favor III of of inquiry the possible of changing Agreement on Implementation of Article VI of GATT 1 994，which has to clarify the conflict and the connection between anti-dumping and competition policy．The second，1 will study the questions of Agreement on Implementation of Article VI of GATT 1 994，and then analyze experiences of intemational organizations and experts’suggestions．At the end of paper 1 will express my suggestions about the question． Key Words：Anti—dumping Competition Policy W
