论宪法实施宪法学与行政法学专业 论宪法实施 宪法学与行政法学专业 研究生：文露 指导教师：陈驰 摘要：宪法实施是一种由静态宪法制度转化为动态宪政实践的运行过程， 具有广泛性的特点。因此，宪法实施的最终目的就是促使宪政的达成，宪法实 施的一切活动都是为宪政服务的。由于宪法自身的缺陷、宪法监督机制的不完 善、宪法未进入司法领域和宪法信仰缺失等诸多原因，导致宪法在我国得不到 充分的实施，从而影响了宪法功能的发挥。有鉴于此，本文结合宪法实施过程 中存在的诸多问题，提出了以下建议：培养公民的宪法意识，更深层次的加强 宪法的实施；维护宪法应有权威，从而提高宪法实施效果；将宪法纳入司法程 序中，提高宪法的有效实施，不断完善我国的宪法实施条件，提高宪法实施的 效果。 关键词：宪法实施宪法权威宪法意识 On On the Enforcement of Constitution Major：Constitution law and administrative law Postgraduate：Wen Lu Tutor：professor ChenChi Abstract：The consfitutional enforcement lS an operational process from the static state of the constitutional system to the dynamic state of the constitutionalism， which has the characteristic of extension．Thus，the ultimate goal of the constitutional enforcement is to prompt the accomplishment‘of the constitutionalism and all the activities of the constitutional enforcement are serving the constitutionalism．Because of many reasons，such as defects of Constitution itself,the imperfect of the constitutional supervision mechanism，and the inaccessibility of Constitution to judicature field and the deficiency of constitutional belief,which cause the insufficient realization of Constitution in our China,and consequently effects the exertion of the function of Constitution．In consideration of the above discussion，this thesis combines with many questions in the process of the constitutional enforcement and offers the following recommendations：cultivating the constitutional sense of citizen，strengthening the enforcement of Constitution in a deeper way；improving the good results of the constitutional enforcement through the way of maintaining the deserved authority of Constitution；constantly improving the effective enforcement of Constitution，the implement conditions of our Constitution by the way of bringing Constitution into the judicial proceedings and enhances the result of the constitutional enforcement． Keywords：Constitutional Enforcement Constitutional Authority Constitutional
