摘要社区警务被国外警学界称之为第四次警务革命，近几十年来 摘要 社区警务被国外警学界称之为第四次警务革命，近几十年来 在全世界许多国家推行。这次警务革命的核心或者说主要标志是 民警回到民间，与民众建立良好的关系，继而共同整合社会治安 防范资源，以达到预防减少违法犯罪的目的。良好的警民关系从 何而来，我国公安机关一直强调专门工作与群众路线相结合，建 立警民鱼水关系。“鱼水关系”很形象，但要达到这层关系究竟 该怎么做一直没有系统的理论来支撑，并且随着社会、经济的发 展变化，警民关系遇到了许多新的情况和问题，造成新形势下警 民关系的疏远，由此也带来了社会治安维护工作的难度。鉴于此， 笔者试图从城市最小的组成单位——社区入手，探索建立一种比 较稳固的警民合作机制，这种机制是建立在警察与民众平等合作 的基础上，警察不能以管人者自居，不能脱离群众，要牢固树立 执法为民的思想，积极主动地为民众排忧解难：而民众要把预防、 减少违法犯罪视为己责，积极支持警察维护社会治安；政府及有 关部门则要为警民合作提供必要的条件，架设一种有效合作的桥 梁。唯有如此，警民之间才能真正围绕一个共同的目标即预防减 违法犯罪而共同努力。这种警民合作机制的建立非一朝一夕之功， 需要警、民、社会、政府多方长期的努力去营建，但一旦建立起 来，必将对维护社会治安发挥极其重要的作用，进而为广大民众 真正创造一个安居乐业的环境。 关键词：预防减少违法犯罪 社区警务 警民合作 AbstractThe Abstract The district policing affairs are regarded as the fourth policing revolution by the field of police domestic and abroad，it has been carried out in many countries in recent years．The core or main symbol of this policing revolution is that the police retum to the mass and establish good relation with them，further to utilize the resource of maintaining social order and reach the aim of reducing crimes． ne police body of our country always pay much attention to the combination of special work and the mass line，set up a relation just like??fish and water?7．But how to establish the “fish and water’’ relationship．there is no theory to support it．Ⅵ，11at’S more，as the development and change of our society and economy，many new problems are happening and the gap between the police and the mass is growing，what brings difficulties to the work of maintaining the SOcial order．From this point，the author tries to find how to set up a stable cooperation system between the police and the mass in the smallest unit of city ．district．This system iS based on the equal cooperation of the police and the mass．ne police should set up the mind to serve the people and deal with their diffic：ulties effectively； the mass should take the duty to prevent and eliminate all kinds of crimes，and support the police in keeping social order；the government and related depa
