流域水功能区划及水环境容量研究摘 流域水功能区划及水环境容量研究 摘 要 改革开放以来，我国社会经济持续快速发展，综合国力和人民生活水平Fj益 提高，与此同时，水环境问题也H益突出。据《2004年中国环境状况公报》，全 国七大水系的412个水质豁测断面中，III类及优于III类水以上的断面只占 41．8％，除水资源较为匮乏地区的资源型缺水外，一些水资源相对丰沛的经济发 达地区也频频出现了水质型缺水的现象，严重制约了当地社会经济的发展。因此 根据各地社会经济可持续发展和生态环境保护的要求，对主要水体划定功能区， 核定其水环境容量，确定总量控制方案已成为一项迫切而重要的任务。 论文结合浙江省钱塘江中游兰溪市的具体情况，分析其社会经济现状，评价 现状水体水质状况，划定水功能区，调查分析进入功能区的污染源，选择合适的 模型核算水环境容量，提m总量控制目杯和意见，最后提出达到目标的一些措施 和建议，为当地水资源保护部门提供一个基本的参考，也为浙江省下一步的全省 水环境容量研究作一些基础的探讨。 关键词：水环境、水质评价、污染源调查、功能区划、水质模型、水环境容量、 总量控制 Study Study on functional planning and water environmental capacity of drainage area Abstract Since the application of reformation and open policy,the social economic has embodied sustainable and rapid development，the integration national power and humans living conditions have improved gradually,meanwhile，the problems on water environment come forth increasingly．According to‘‘Gazette of Chinese environmental condition in 2004”，among the 412 water quality monitoring sections in seven main water systems．the 111 class water and above take only 4 I．8％．Apart from water resources shortage due to water resources quantity itself in some region， SOme developed regions with abounding water resources appear frequently water resources shortage due to water quality factor,which hinder the economic development in local society．Therefore，it is emergent task to carry out water functional planning，quantify the water environmental capacity,and determine gross amount control scheme according to the demands of social economic sustainable development and eco—environmental protection， Based on the real condition of Lanxi city midstream of Qiantang River in Zhejiang province，this paper analyses its social economic actuality,and evaluates the present water quality,and determines the water functional planning，and investigates the contaminant source entering into the functional planning．The proper model is selected to calculate the water environmental capacity．The object and ideas of gross amount control ar
