东北大学硕l一学位论义 东北大学硕l一学位论义 摘要 辽宁清河发电有限责任公司发展战略研究 摘 要 本文对企业发展战略研究方法进行了综述，确定采用整体统一法来对清河公 司进行分析，通过对清河公司面临的国际、国内及入世后的环境分析，对党的卜六 大给企』k带来的思考，电力系统改革及电力市场的变化进行了阐述，并通过对清 河公司的价值链分析，纵横比较分析，指出了清河公司的核心能力是：发电设备 的运行管理，发电设备的检修及发电设备检修的监理。提出了清河公司的媸略目 标：到2010年，建成一个以发电、检修、榆修监理、技能培训、供热、建筑设计、 建筑安装、机械加I二为主导的企业集团。确定了市场条件下的企业经营理念：诚 信、规范、创新、卓越，通过定点超越，全面预算管理，来实施低成本战略；通 过内涵式技术改造，提高机组的经济性和安全性，通过外延式以大代小技术改造， 进行扩大规模，来实现横向一体化战略；通过培I!ll与实践的结合，强化打造检修 队伍和检修倚理队伍，并以检修公司为t体，规范多经的法人治理结构，实现纵 向一体化战略。提出了实施披略的具体措施，以核心业务为中心，按核心发电企 业、生产辅助企业、，L产服务他忆生活服务念、峨关联公司来分层设置，同时 打造集团公司的监督部窀、计划运作部室、寅传运作部室和服务运作部室，以人 为本，强化内控及内部审计，进行管理创新，来创造清河公司卓越的明天。 关键词：发电公刊 发展战略研究 ABSTRACTLiaoning ABSTRACT Liaoning Qinghe Electric Power Co，ltd Development Strategy Research Abstract The paper summarizes the research methods of enterprise development strategy， analyzes Qinghe Company in the way of the whole integral．The same sets forth the electric power system reform and the electric power market changes through the international and domestic environment analysis that Qinghe Company has to face as well as the thoughts that 1 6‘“National People’Congress brings about．The paper regards the core competence of Qinghai Company through the analysis the value chains as well as the vertical and horizontal comparison analysis as the operation and management of power generation equipment，overhauling of the power generation equipmentconsultant of the power generation equipment overhauling．The strategy target of Qinghe Company is：by 2010，the enterprise shall be a enterprise group of power generation，overhauling，overhauling consultant，technical training，heat supply， construction design，construction installation，mechanical machining，The enterprise management concept under the market condition is honest and credit，standard， bringing forth new ideas，outstanding．The low cost operation is carried out in the way of the obstacle surmounting，the overall budget management；The economy and security of the unit is arisen through the internal technical modernization；Th
