硕士研究生学位论文摘 要 硕士研究生学位论文 摘 要 I 摘 要 本文结合物业管理对经济发展、城市建设、社会需 要等方面的影响，研究了当前 国内外有关物业管理的成果。从生产技术的进步、现代物业产权理论、物业制度创新、 房地产消费的需要、服务管理的俱乐部物品性质、社会分工与专业化的要求、委托— 代 理法律关系的要求等方面深入分析了物业管理的影响因素。 通过对沈阳市物业管理的发展和现状进行全面的调查研究，对现阶段存在的问题 进行归类，共总结出四种原因，分别来自于政府方面、物业管理企业方面、开发商方 面、业主方面。同时，从经济、理念、制度等方面的外部原因和物业管理行业内的企 业行为不规范、物业管理不经济、房地产开发商的遗留问题等内部原因进行了较为深 入的分析。 在上述研究的基础上，提出要转变观念，理顺物业管理体制，加强业主委员会建 设，明确物权，严格合同管理等方面建立健全物业管理法制的基础。同时对组建物业 管理企业集团的必要性、可行性、具体操作方法等方面进行了深入分析，提出在市场 机制下构建物业管理企业应实行产权多元化，资产重组，组建物业管理企业集团，实 施物业管理行政区域化的现代物业管理模式来逐步代替现有的“传统+现代”双轨模式。 最后，本文对政府行政、物业管理企业、业主提出建议：建议政府统一规划，按照行 政区域设定范围实行物业管理；以城市规划的自然区域为基础，以有利管理、工作、 生活为原则，以提高城市整体管理水平为目的，设定若干个物业区，化分散为集中管 理，形成整体优势；物业管理部门应强化市场机制，指导物业管理企业主动参与市场 竞争，走规模经营、多元化经营之路；物业管理企业在明确物业管理范围的基础上， 建立质量责任制，强化企业内部管理，促进物业管理服务标准化和规范化 ；业主个人 积极主动关心和支持物业管理，共建各自美好的家园。 关键词：沈阳市；物业管理；现状；管理模式；对策 硕士研究生学位论文III Abstract 硕士研究生学位论文 III Abstract Abstract By comparing the property management influence on the economic development, the urban construction, and the social needs, the paper studies the current property management achievements in China and foreign countries. It also analyzes the influential factors of the property management from the aspects of the production technology development , the theory of the modern property right, the innovation in property system, the needs of the real estate consumption, the club items properties service management, the requirements of social division and specialization, the legal requirement in entrust - proxy relationship. On the thorough investigation and research about Shenyangs current property management development, the paper classifies the existing problems. Four reasons are concluded, which respectively come from the government part, property management enterprise part, developer part, and owner part.
