万方数据 万方数据 摘 要 社区是城市的基础，社区建设是城市管理与社会管理的重要方面，在现有 社区基础上如何参照国际国内较成熟经验，进行大社区建设，是一个新的课题。 大社区已是国际发达国家通行的社会管理模式，主要标志是大社区的人口规模 较大，一般在 10 万人左右，当然这一规模是根据城市发展和社会管理幅度来确 定，仅指大社区一般规模。近年来，美国和欧洲一些城市对社区的规模又进行 了一定的控制，提出大社区规模不应超出 25 万人的概念。我国城市社区规模较 小，从昆明实际看，城市社区平均规模不足万人。与国际上大社区相比，具有 社区碎片化、管理分散化，同时也浪费人力、物力和财力，更不利于社会管理。 随着城市建设不断扩展，借鉴国际上已较成熟的大社区建设模式和经验，加快 国内大社区建设势在必行。本文结合昆明实际，采用比较分析法、访谈法、德 尔菲法等研究方法，从大社区建设出发，对昆明市城市社区建设管理现状、问 题进行定性阐述，引入大社区建设概念，以此为基础，从昆明市城市大社区建 设的内外部，进行 SWOT 分析，并提出昆明市城市大社区建设的初步设想和对策， 未来要通过构建大社区，调整社区规模、重组领导机构、增加人员编制，搭建 大社区建设文化交流体系、服务体系、组织体系、社会监控体系，创建大社区 管理新体制，为各级政府领导决策提供科学依据。 关键词：大社区； 昆明市； 社区管理 I ABSTRACT Community is the foundation of the city.
