中国职业体育发展的困境及对策 　　摘要：从产权、治理及政府干预等经济学角度审视中国职业体育联赛发展的过程，指出职业联赛所面临的治理主体权力结构错位、产权制度创新不足、政府扶持政策落后等发展困境，并结合调研数据以及与德国、日本等职业体育发达国家现状的对比，进一步剖析中国职业体育联赛商业开发能力短缺、投入产出比例失衡、人才培养体系缺失等现实问题。从多个方面提出中国职业体育发展的对策，认为我国职业体育的发展应在转变政府管理职能、加强政府对行业发展的扶持、构建协会与职业体育俱乐部共同协商的管理体制、建立有助于职业体育发展的青少年人才培养体系及重视多元化人才培养等方面进行制度调整和政策供给。?? 　　关键词： 职业体育；治理困境；职业体育俱乐部；扶持政策；青少年培养体系；后备人才?? 　　中图分类号： G 80??05文章编号：1009??783X(2014)02??0145??05文献标志码： A?? 　　Abstract：Reviewing the developmental course of professional sports leagues in China from the perspectives of property rights,governance and governmental intervention,the present study points out that the professional sports leagues in China are facing such developing plights as structural misallocation of rights in governance,insufficient innovation of property rights system and lack of governmental supply policies.By comparing the research data from investigation with the current situation in such countries which have well-organized professional sports as Germany and Japan,this thesis further analyzes the practical problems in professional sports in China,like the lack of commercialization,low input-output ratios and shortage of youth talent.The study also proposes various aspects of countermeasures for the development of professional sports in China in that development strategies should be set in aspects of the transition of governance,support for industry development,construction of the managerial system of joint consultation between the sports association and professional sports clubs,establishing of youth training system and the cultivation of diversified talents in professional sports.Institutional innovation and preferential policies should be implemented in the aspects above.?? 　　Keywords：professional sports；governmental plight；professional sports clubs；support policies；training system for youth；reserve talent?お? 　　?? 　　收稿日期：2013??04??01?? 　　基金项目：教育部人文社会科学青年基金项目（10YJCZH236）；国家体育总局体育哲学社会科学基金项目（1848SS13009）。?? 　　作者简介：莫巍峰（1972―），男，浙江上虞人，在读研究生，讲师，研究方向为体育教
