道路货运企业节能减排评价指标体系研究.pdf

摘 要 节能减排是交通运输行业的一项重要工作，道路货运企业作为交通运输行业主要的 能源消费主体之一，在节能减排方面拥有巨大的潜力。部分道路货运企业采取了一些节 能减排措施，也取得了一定成效，然而，目前中国多数地区对道路货运企业节能减排效 果的评价尚未建立完善的评价指标体系及评价标准。如何构建科学、合理的道路货运企 业节能减排评价指标体系及评价标准，是一个亟待解决的问题。 本文首先阐述了道路货运企业发展与节能减排的相互促进关系，分析了道路货运企 业实施节能减排的可行性以及道路货运企业实施节能减排的制约条件，并提出了道路货 运企业节能减排的侧重点；其次，分析了机构与制度、运输组织与运营状况、能耗与排 放、技术应用、办公设备五个方面对道路货运企业节能减排的影响；然后，根据科学性、 系统性、可行性等原则，构建了道路货运企业节能减排评价指标体系，并利用层次分析 法确定了指标的权重，并且以此为标准建立了道路货运企业节能减排评价指标评分表， 利用模糊综合评价法对道路货运企业的节能减排工作绩效进行评价分级；最后，以晋煤 物流运输有限公司为例，进行实证分析，验证了指标体系的科学性、适用性。 指标体系和评价方法对于管理部门和道路货运企业双方都有一定的参考价值。一方 面，管理部门能够通过评价道路货运企业节能减排工作绩效，制定激励和引导道路货运 企业开展节能减排工作的措施；另一方面，企业能够通过评价工作，认清自身节能减排 状况，抓住节能减排重点，实现可持续发展。 关键词：道路货运企业；节能减排；指标体系；评价 I Abstract Energy conservation and emissions reduction is an important work of transportation industry, the road freight enterprise as one of the main energy consumption of the transportation, has great potential in energy conservation and emissions reduction.
